Poupard Place Celebrates Ribbon Cutting, Expanding Affordable and Supportive Housing in Northbrook

Community leaders, project partners, residents, and elected officials gathered to celebrate the ribbon cutting of Poupard Place, a new 48-unit affordable and supportive housing community that represents a significant investment in Northbrook's commitment to providing inclusive housing opportunities.

Designed by Cordogan Clark for the Housing Opportunity Development Corporation (HODC) and constructed by Skender, Poupard Place transforms a Village-owned site into a welcoming residential community that provides high-quality homes for qualifying households, including those where a resident lives with a disability. The development was made possible through the Village of Northbrook's donation of the property and the collaborative efforts of numerous public and private partners.

Named in honor of longtime Northbrook Development and Planning Services Director Tom Poupard, the development reflects decades of community leadership dedicated to thoughtful planning and expanding housing opportunities for residents of all abilities.

The four-story building contains a mix of one-, two-, and three-bedroom apartments thoughtfully designed to promote dignity, independence, and long-term livability. Residents enjoy energy-efficient homes featuring ENERGY STAR® appliances, along with community amenities including gathering spaces, management offices, laundry facilities, tenant storage, an outdoor play area, and access to supportive services coordinated through local agency partners. Its location within walking distance of downtown Northbrook, the Metra station, Pace bus service, parks, shopping, medical facilities, and the public library further strengthens residents' connection to the community.

For Cordogan Clark, the project reflects the firm's belief that architecture can strengthen communities by creating places that are both functional and welcoming. Every aspect of the design was guided by the goal of providing residents with homes that foster comfort, safety, accessibility, and a strong sense of belonging while complementing the surrounding neighborhood. Affordable housing should never require sacrificing quality or dignity. This development creates an attractive, lasting home that enriches both its residents and the Village of Northbrook."

Village President Kathryn Ciesla noted during the celebration that the project represents far more than the completion of a building.

"The Village Board's unanimous support for this project, along with the donation of this land, reflects our belief that everyone deserves the opportunity to live in a welcoming, inclusive community and to have a place they can proudly call home."

Receiving more than 1200 applications for its 48 apartments before opening, Poupard Place highlights the growing demand for affordable, supportive housing throughout the region and demonstrates the importance of continued public-private collaboration in addressing that need.
